Lovell T. Harmon
President/CEO
Lovell Harmon brings more than 25 years of healthcare leadership experience to Regional Financial Security Agency, including senior executive roles with national and regional health plans serving Medicare, Medicaid, and other government-sponsored healthcare programs.
Throughout his career, Lovell has worked closely with health plans, physicians, hospitals, government agencies, and community organizations. This experience gives him a broad understanding of how healthcare coverage works and, importantly, how insurance decisions can affect a person's access to doctors, medications, services, and ongoing care.
At RFSA, Lovell uses that experience to help individuals and families better understand their coverage, evaluate their options, and address difficult insurance and healthcare access issues. He is especially committed to helping Medicare beneficiaries and people who may need extra help navigating the healthcare system.
Lovell holds an MBA in Health Administration and a Master of Science in Healthcare Financial Management from Temple University. His approach is simple: listen carefully, explain options clearly, and help people make informed decisions based on their individual needs.
Justin Harmon

Justin Harmon has nearly a decade of experience helping individuals and families understand Medicare, Medicaid, and their health coverage options. As a licensed insurance agent with Regional Financial Security Agency, Justin specializes in simplifying complicated insurance decisions and helping clients find coverage that fits their healthcare needs.
Justin works closely with clients throughout the year, helping with plan selection, coverage questions, enrollment issues, and changes that may affect access to care. He also works with healthcare providers and community organizations to provide education and help resolve insurance and coverage concerns.
A graduate of Temple University’s Fox School of Business, Justin brings extensive insurance knowledge and a patient, practical approach to every conversation. He believes people should understand their coverage and feel confident about the decisions they make for themselves and their families.

We are an independent insurance agency. We are not connected with or endorsed by the U.S. government or the federal Medicare program.
We offer a wide range of plans from major carriers, but we do not offer every plan available in your area. Any information we provide is limited to those plans we do offer in your area. Please contact Medicare.gov or 1-800-MEDICARE to get information on all of your options.
Yes, but usually only during specific enrollment periods (like the Annual Enrollment Period in the fall) or if you qualify for a Special Enrollment Period due to a life event.
